With a tender for the massive $300-million 104 HWY twinning project moving today one step closer to an award, current NS Highways minister, Lloyd Hines is on a trajectory to make road building history.

Hines single-handedly convinced Trudeau minister Scott Brison to twin the 104, for 40-kilometres between the outskirts of New Glasgow, to Antigonish.
